South Korea Launches K-STAR Visa to Attract Global STEM Talent

South Korea has announced the launch of the K-STAR Visa Track, a new visa program designed to attract highly skilled foreign professionals in science, technology, engineering, and mathematics (STEM) fields. This initiative places a special emphasis on artificial intelligence (AI) and biotechnology. The program is a key part of the government's strategy to enhance the nation's competitive edge in advanced technology and innovation.

South Korea's K-STAR Visa Program

According to the Korean Ministry of Justice, the K-STAR Visa provides a clear pathway from temporary residency to permanent residency and eventually, citizenship. This structured progression aims to help stabilize foreign expertise within the country. The initiative targets attracting over 400 top-tier international specialists annually, working in collaboration with leading Korean universities and research centers.

The program began its pilot phase in early 2023. So far, approximately 300 foreign researchers have successfully obtained permanent residency through this initial stage. The Ministry projects a significant expansion starting in 2025, when universities will be able to submit applications and evaluate candidates. Full implementation of the project is expected by 2026.

How the K-STAR Visa Works

The K-STAR Visa mechanism empowers presidents of Korean universities to nominate outstanding foreign postgraduate students. These nominated students can directly transition to an F2 residency status upon graduation, without needing a job contract beforehand. The evaluation process for institutions will rely on a self-review system and regular monitoring every three years, based on institutional performance outcomes.

During the pilot phase, the Ministry of Justice confirmed its commitment to developing robust communication channels and support for applicants. It will also organize orientation programs and gather feedback from academic and scientific bodies. This feedback loop is crucial for refining the system before its full-scale implementation.
